Shinpei Ito (伊東新平, Itō Shinpei) is an employee of the Saga Prefectural Government. When the great flood struck Saga, he worked tirelessly at the emergency operations center. He met Kotaro during the Saga Live Recovery Project following the great flood.

Personality[]
As a government employee, he carries out government-related work and demonstrates considerable dedication. He is a serious man who takes his responsibilities seriously and shows interest in Saga Prefecture. He never took Kotaro's plan to use Franchouchou to garner international support through the benefit concert seriously, simply telling him that a civilian shouldn't interfere in government affairs. Ultimately, the plan to rebuild Tosu was implemented for reasons of efficiency. When Kotaro thanks him for helping organize the concert, Ito chides him, saying his opinions had no bearing on the matter.

- Shinpei shares the same surname and similar appearance as Shojiro Ito from the Saga incident arc.
- These similarities are deliberate, but fans are left to imagine what kind of connection exists.
- Shinpei Ito has a pronunciation similar to Shinpei Eto, a former Minister of Legal Affairs who became a member of the National Diet and laid the foundations for Japan's judicial system. Shinpei Eto is one of the Seven Sages of Saga.
