The most widely used facility for cultural events and events held in Saga Prefecture. In addition to being often used for music-related events, it is also used for plays, exhibitions, and conferences. Saga University entrance and graduation ceremonies are also held here.

This building is the main building throughout Episode 17. Lily is very excited to participate in national television to win the contest and draw attention to Saga; however, Light Oozora gets in the way with his arrogance and steals Lily's song, with which he manages to win the contest.
